He is an expert in competitiveness, productive development policies, digital transformation, and internationalization. He currently serves as Director of the Productive and Business Development Division at the Economic Commission for Latin America and the Caribbean (ECLAC). Throughout his career, he has held several senior leadership positions, including Advisor to Colombia’s Higher Council for Foreign Trade, Vice President for Competitiveness at the Bogotá Chamber of Commerce, Vice President of the Private Competitiveness Council, Director of Risk Management at the National Federation of Coffee Growers of Colombia, and negotiator of the Colombia–United States Free Trade Agreement. He also served as an economist in the Government Advisory Office for Coffee Affairs, among other roles. He has been a member of numerous national and international boards, notably including TCI Network, the global network of cluster development experts. He is the author of multiple publications, including the book Cluster Initiatives: A Concrete and Effective Way to Move the Productivity Needle. Mr. Llinás holds a degree in Industrial Engineering and a Master’s degree in Economics from the University of the Andes (Colombia), as well as a Master in Public Administration in International Development from Harvard University.
Es experto en competitividad, políticas de desarrollo productivo, transformación digital e internacionalización. Actualmente es Director de la División de Desarrollo Productivo y Empresarial de la CEPAL. Ha sido Asesor del Consejo Superior de Comercio Exterior de Colombia. Vicepresidente de Competitividad de la Cámara de Comercio de Bogotá. Vicepresidente del Consejo Privado de Competitividad. Director de Riesgo de la Federación Nacional de Cafeteros de Colombia. Negociador del Tratado de Libre Comercio con Estados Unidos. Economista de la Oficina de Asesores del Gobierno en Asuntos Cafeteros, entre otros cargos. Ha sido miembro de múltiples juntas directivas de organizaciones nacionales e internacionales, entre las que se destaca TCI Network, la red de expertos en clusters a nivel mundial. Es autor de múltiples publicaciones, entre las que se resalta su libro “Iniciativas Clúster: una forma concreta y efectiva de ‘mover la aguja’ de la productividad”. Es Ingeniero Industrial y Magíster en Economía de la Universidad de Los Andes (Colombia), y Master in Public Admistration in International Development de la Universidad de Harvard.
